依聯合國條約機構審查各締約國國家報告的模式,非政府組織的參與方式,除了能提出平行報告、問題清單的平行回應以及結論性意見後續追蹤資料,亦能於報告審查期間以閉門會議方式提出說明並回應條約機構委員之詢答,於條約機構與締約國政府之間建設性對話過程中扮演非常重要的腳色。
而我國於撰寫兩公約國家報告或是辦理國際審查會議的過程中,更因應我國獨特的國情及於國內進行實地審查的優勢,強化非政府組織參與的程度,除於報告撰寫期間廣邀非政府組織參與各該報告的審查會議,逐條討論報告內容並提出具體建議;此外,國際審查會議之議程規劃亦提供非政府組織較聯合國模式更多的場次與時間,使非政府組織有更多機會與國際人權專家進行對話,俾便作成更貼近我國人權現況之結論性意見與建議,有效提升相關人權保障標準。

This work provides a first contact with the general theory of human rights focused on contemporary international law.
